The responsibilities of Zhejiang Provincial
Department of Finance are as follows:
1.To implement the State laws, rules, regulations,
general and specific policies concerning financial
budget, tax revenue, state-owned assets, finance,
accounting etc; to draft the local rules and regulations
concerning financial budget, state-owned assets, finance
and accounting etc, to organize the implementation after
the draft being discussed and passed.
2.According to national economy and social
development strategy of the province, to formulate the
medium and long term financial plans; to participate in
establishing various macro economic policies; to promote
fiscal tax reform, to submit the suggestion of macro
economic adjustment and control, and comprehensive
balance of social financial resources .through fiscal
and tax policies.
3.To draft annual financial budget and final account
at provincial level and to implement them after
approval; to be entrusted by the provincial government
to report the financial budget and its implementation to
the Provincial People¡¯s Congress and to report the final
accounts to the standing committee of the provincial
People¡¯s Congress; to manage various financial income at
the provincial level; to manage the capital of
extra-budget and special financial accounts at
provincial level; to manage related government fund and
the administration fees and take charge of lottery
supervision .
4.According to the provincial financial budget, to
work out collection plan of fiscal and tax revenue; to
discuss and work out local tax revenue policies along
with the relevant departments; to undertake the work
which is assigned by the Office of Tariff and Tax
Regulations Commission of State Council.
5.To manage various financial expenditure at the
provincial level; to guide, coordinate and supervise the
government¡¯s purchase work in the whole province; to
take charge of the purchase of the provincial
government; to guide and supervise financial income and
expenditure at various levels; to guide and supervise
the financial activities of all provincial government
departments, and to implement the centralized payment
system.
6.To undertake the daily work of the Provincial
State-owned Assets Administration Commission; to take
charge of the management and supervision of the assets
and finance of state-owned sole proprietorship, the
state-owned holding and attending share enterprises; to
manage and guide the assets operation; to take charge of
the statistics of the financial public resources; to
take charge of the dispatch and management work for
directors and supervisors of state-owned assets
operation agencies; to take charge of the dispatch and
management of chief finance supervisors of state-owned
key enterprises.; to supervise and monitor the
state-owned assets property right exchange in the whole
province.
7.To manage the investment for public financed
infrastructure construction and the qualification of
price verification for engineering budget and final
accounts; to take charge of the appraisal and
verification for financial estimation, budget and final
accounts of public financed projects.
8.To take charge of the collection and management of
the whole provincial agricultural tax; to implement the
general and specific policies concerning comprehensive
agriculture development of the country and province; to
work out the medium and long-term plans for
comprehensive agriculture development and organize the
implementation work; to supervise and manage the capital
of comprehensive agriculture development projects and
the reclaim of onerous capital.
9.To participate in research on the social security
reform and work out related policies; to work out and
organize to implement the financial management on social
security; to organize and implement the financial
supervision for the expenditure of social security
capital.
10.To manage the whole provincial treasury bonds; to
take charge of the comprehensive coordination,
management and supervision for the loans from World
Bank, Asia Development Bank and foreign governments as
well as the non-preconditioned loans from Japan
International Cooperation Bank (the original Japanese
Export & Input Bank loan); to take charge of the
management of non-trade and non-commercial foreign
exchange.
11.To manage and guide in the whole province
accounting and assets appraisal and social audit, etc.;
to supervise and guide by law such intermediary organs
as certified accountants, assessors for registered
assets, accountant firms, assets appraisal etc. and such
self-disciplined organizations as certified accountant
association, assets appraisal association etc..
12. To supervise the implementation of fiscal
and tax policies, laws and rules; to check and report
the important problems in the management of financial
income and expenditure; to strengthen financial
supervision; to establish the mechanism of guaranteeing
budget income, the mechanism of effective supervision
and control for budget expenditure and the mechanism of
financial internal financial supervision and
restriction.
13.To work out the planning of scientific research
and education for finance and tax administration; to
guide the work of social and academic organizations of
financial tax and financial accounting at the provincial
level; to take charge of the publicity work for finance
and the construction of financial information management
system.
14.To undertake other tasks assigned by the
Provincial Government.
